Currently the EU, EISCAT, the Rutherford-Appleton Laboratory (UK), the University of Tromsø (Norway), the Luleå Technical University (Sweden), and the Swedish Institute of Space Physics (Sweden) are financing and undertaking the EISCAT-3D design study. A user meeting will take place May 28-29 in Uppsala, Sweden, in order to present the results of the Design Study to EISCAT users. We will also discuss the science applications of EISCAT-3D as well as the next steps in the project.
The workshop will have the Beurlingsroom on the ground floor of the Ångströmlaboratoriet of the Uppsala University.

The department of Physics and Technology at the University of Tromsø is proud to invite our friends and colleagues to the 14th international EISCAT Workshop. The conference will be held at Rica Ishavshotell in Tromsø, Norway, from the 3rd to the 7th of August, 2009.
The EISCAT radars, constructed for investigation and research on the aurora, upper atmosphere, ionosphere, magnetosphere and the solar wind, are situated in Northern Scandinavia and on Svalbard (http://www.eiscat.se/). Over the years, these incoherent scatter radars have proven to be an instrumental cornerstone in ground-based, high-latitude space research. Space weather and the issue of climate change have become increasingly important for society and the EISCAT community has provided the possibility to use EISCAT data in such studies by operating the EISCAT Svalbard Radar continuously for several months during the International Polar Year.
Abstracts are solicited from themes including the middle atmosphere, auroral phenomena, ionosphere and thermosphere, solar wind and magnetosphere, structure and dynamics of the polar cap and cusp, meteors, and ionospheric heating. We also welcome abstracts on space weather, space debris and results from multi-instrumental campaigns, including rockets and satellites. There will also be sessions on new and future developments, including new radar plans and techniques (e.g. EISCAT_3D, AMISR and the new Antarctic radar). Oral or poster contributions are welcome.

The EISCAT_3D design study ran as a Specific Support Action under the Framework Programme 6 initiative (EU contract no: 011920, project acronym: EISCAT_3D).
The project started 2005-05-01 and ended 2009-04-30.
The total project cost amounted to 2605 k€ (budget 2882 k€) whereof EU paid 1963 k€ (budget 2017 k€) .
The project used 364 staff-months (budget 368 staff-months) from the participants. This corresponds to about 8 person-years per year during the four year project.

A radically new Atmospheric and Space Environment facility was included in the first major revision of the ESFRI RoadMap announced at the European Committee on Research Infrastructures (ECRI), held in Versailles December 2008.
The new Research Infrastructure (working title ‘EISCAT_3D: The next generation European incoherent scatter radar system’) is one of 9 new Infrastructures added to the 35 in the initial RoadMap. All these are major facilities seen to be of strategic importance to the future of European science and technology.
